The image is inverted and the color "punched up". You can do that through the selective color feature, which I use alot in my photos to make them more vibrant.
I know very little about photoshop, or photography in general so I'm not sure of the techical terms. I only play with the brightness/contrast, selective color, photo filter, invert feature, shadow/highlights and sometimes the posterize feature.
